The meeting was called to order by Mark Frankel, President, at 3:30 PM on December 9, 2000 at the Welcome Mat Family Judo Center located at 66 East Scott Street, Fond du Lac, Wisconsin.

No minutes were available from meetings with Past President, John Jacobson. Jim Peterson will check with Past Secretary, Kathy Huff, to see if she has minutes from meetings with Past President, Lynn Roethke.

Committee Reports

Promotion Committee—Brett Wood-Taylor
Promotions submitted by Jim Peterson: Josh Peterson for Nidan, Shockley for Shodan.
Problem with paperwork not being sent in. It’s been 2 years. B. Wood-Taylor spoke with Dr. Ashida re: making promotion retroactive. Dr. Ashida reported to say Nov. 1, 2001 was the soonest possible date for Josh’s Sandan. Promotion was turned in to Dr. Ashida and he said it wasn’t official.

B. Wood-Taylor recommended that any judoka Sandan or higher automatically qualify for the Promotion Committee. No objections.

According to the by-laws, the state now holds 2 promotion meetings a year to coincide with semi-annual meetings.

Treasurer’s Report—James Peterson
After June 26 meeting: Balance: $3845.07
November 2000—check to Mark Frankel for National meeting: $300
Deposit rebate from USJI for memberships: $20
Deposit from Racine Youth Sports for 2000 club dues: $75
Deposit rebate from USJI: $45
Outstanding check for time keepers (M. Frankel will return)
Score Keeper Books—authorized to spend $100. J. Peterson will wrap up.
Deposit rebates from USJI: November $50, December $55
J. Peterson will bill clubs for 2001 dues. Will send a state roster at time dues are paid.

Presently 117 members in the state, 15 clubs represented.

Discussion: How do we want to contact clubs? Decided J. Peterson should contact everyone, even clubs that haven’t responded. B. Wood-Taylor suggested using the state newsletter.

J. Peterson will submit a financial report. Started at $3800. Presently $3790.

Electronic Scoreboards
The purchase of electronic scoreboards was discussed. Tektronics has a scoreboard with 5” read-out. Would cut down number of people needed to work a scoreboard. Norm Miller will look up information on timers he has. J. Peterson will pursue information from Tektronics. B. Wood-Taylor suggested hosting major tournaments to generate income for purchase. J. Peterson recommended taking on the debt to purchase 2 or 3 scoreboards from Tektronics at no more than $3200 each. B. Wood-Taylor will contact Perry Forstrom regarding financing.

Tournament Director - Dave Shaffer
D. Shaffer has paperwork for Wahadachi tournament in January and a kata clinic to be hosted by Lee Roth (question if L. Roth is a USA Judo member). Sanctions $75 or free for state clubs. National office requires 5 members. Wisconsin requires 3 members in a club to be a state club. Mark Frankel will contact USA Judo legal representative to verify their requirements.
State will purchase a Tournament Guide ($20) to be kept in the state file cabinet (presently located in the Welcome Mat Judo Center office).

Referee Certification Committee — Brett Wood-Taylor
Gregg Roloff moved to accept committee reports as presented.
Second by Dick Graham.
Approved.


Jim Peterson proposed a call for agenda items a month or 2 prior to meetings.

New Business

Coach Certification
Norm Miller moved to bring in Jim Hrbeck for Coach Certification.
Discussion: Grass Roots funds are available from USA Judo. Jim Peterson suggested charging non-USA Judo members $40, members would be free. Also proposed we offer a dinner following the event, charging around $20/plate, proceeds to go to the state organization for time clocks. Could be a one or one and a half day event., possibly a one day, split session. Certification would require first aid and CPR. Need to contact USA Judo Development.
Second by Gregg Roloff.
Passed.
Norm Miller will contact J. Hrbeck.



State Tournament
Need to have state tournaments to qualify for Junior Olympics Nationals. Dick Graham moved that MAJIC (Mid American Judo Interstate Championship) be the Senior State Tournaments and West Bend Tournament be the Junior State Tournament. Need to put on fliers “necessary to qualify for (Junior / Senior) National Tournament” and “State Championship”.

Committee Chairman
Brett Wood-Taylor recommended Brian Kolstad chair Publicity / Public Relations.

Budget
Jim Peterson moved that budgets of $100 each be set up for Publicity and Secretary. Receipts to be turned in to the treasurer to account for money spent.
Second by Dick Graham.
Passed.

Web Page for State Organization
Gregg Roloff moved that we recognize that Brian Kolstad is donating his time to design a web page for Wisconsin Judo. Brian will get a domain name. Yearly fee is $35. Name will be “wisconsinjudo.com”. Will use Mark Frankel’s home address.

Bi-Laws Change
By agreement of the Board, Chapter 4 of the Bi-Laws, Promotion Committee, Number 2, is changed from “The Promotion Committee shall hold two 2 semi-annual promotion examinations to coincide with the Organization’s annual and semi-annual meetings.” to “The Promotion Committee shall hold a minimum of two 2 semi-annual promotion examinations…”

For clarification: Bi-laws can be changed by agreement of 2/3 of the Board. The Board consists of all elected officers. The General Membership, by 2/3 vote, can overrule them.

Technical Officials Committee
Brett Wood-Taylor recommended that Tony Truskowski hold an official position as chairman of a technical officials committee.
The Board set up a new committee: “Technical Officials Committee”
Purpose: To educate technical officials and coordinate technical officials at sanctioned WJI events. This education to be accomplished through training sessions, events, clinics and training during tournaments.
The committee to consist of a Chairperson and other such members as deemed necessary by the Board of Directors.
This committee will also develop criteria for future technical official certification.

From USA Judo….
Mark Frankel has a copy of the minutes from the National meeting if anyone would like to see them. A major point of interest is that USA Judo needs $1 million/year to run. Currently have $600,000. Anticipate major cuts to grass roots development.
